If an accused is charged with larceny/theft for food items in a particular set amount, that accused will be given a job/work (trash collection, farming, fishing, security, cleaner, carpentry, handyman, and any appropriate work) by the state prior to any trial date. If the accused successfully completes the task, charges are dropped, and if the job is available, that accused is given the job and must pay a fee to the state and to the alleged victim from their salary.
I recommend this alternate program when it is in the interest of justice.
The police force/prosecution or court upon its own motion or the accused attorney may motion for this and present evidence in support of this.
This program can give some people who deserve a chance that opportunity to do right; eliminate housing, and feeding expenses the government incurs for a prisoner; it provides victims restitution (they get back their money/asset), government can collect a reasonable fee (acts as deterrence, it is an income instead of an expense for the government); the government is seem as a just institution; this income can be used to fund crime prevention programs and education; these accused can learn a skill; this kind of program would substantially decrease minor and major crimes; etcetera.
This may be applied in other circumstances like juvenile deviant acts and crimes.
This is appropriate in juvenile courts and in other quasi legal proceedings.
This recommendation exists because of my observation of folks being accused of food theft/larceny in Antigua and Barbuda for a portion that seems for self-use.
