New rules are coming in Antigua and Barbuda to address what the government has described as “indiscriminate and disorderly vending” in public spaces in the capital city, St John’s.

At Wednesday’s cabinet meeting, the government discussed some proposals it hopes to implement such as the need for vending permits and health and safety standards.
“The object is to bring greater order to a helter-skelter arrangement that leads to un-tidiness,” a note from the cabinet said.
Minister of Public Information Melford Nicholas told journalists at the post-cabinet media briefing that the government has no plans to take away the livelihoods of vendors.
“It is not that we do not understand the economic impact of vending. For many persons, this is there first foray into business, and we recognise that the most important impact of vendors is where persons can independently support themselves in the economy without having to require the government to find employment for them or they are not dependent on any member of the private sector to give them employment,” he said.
“But there is also the social impact and the aesthetics of the rumbling sprawl of venders here, there and everywhere. And I think the intention of the cabinet is to begin to look at ways to bringing some degree of semblance and order to the trade in vending.”
The minister noted that many people have complained about the effect that unplanned vending is having on the capital city.
While a concrete timeline has not been given for the roll out of the new vending rules, Nicholas said the government has already reached out to stakeholders.
Nicolas said the government will have conversations with property owners to encourage them to refurnish their rundown and unkept buildings.
The minister said the government’s vision is to repurpose St John’s to “a lively city” that can be enjoyed by tourists and locals.
