American visitor says she was raped by man in Antigua

(REAL News) – An offence of rape involving an American citizen is being investigated by the Police. CLICK HERE TO JOIN OUR WHATSAPP GROUP FOR NEWS UPDATES.

Allegations are that a 23-year-old Houston, Texas, woman reported to the police that she had been sexually violated by a man with whom she is familiar.

It is alleged that she telephoned the Coolidge Police Station and relayed her ordeal to the officers there.

Officers from the Rape Unit later interviewed the woman and obtained relevant information, and she was given certain directives by the officers.

Reportedly, the woman was staying at an apartment in Coolidge, and it is alleged that the offence occurred there, at about 12:10 a.m. on June 20.

Meanwhile, in another incident involving a visitor, a report of larceny was made to the Dockyard Police Station by a resident of Oklahoma, USA.

The alleged victim, who was a guest at a villa in English Harbour, told officers from the Criminal Investigations Department (CID) that someone had stolen his possessions – which included an i-Phone 11 Plus that he had tracked to the Burma area.

Officers went on duty there and carried out a search for two stolen bags containing electronic devices.

They were found floating in a pond, into which a corporal waded to retrieve the items – the i- Phone; a laptop; an IPod; a number of books; the victim’s ID cards; and other personal effects.

Reportedly, the retrieved items were handed over to the victim, who was scheduled to depart for the USA at 4 p.m. that same day.

  1. This US citizen needs to immediately contact the Antigua Police force and secondly contact the crime victim fund in the state in which she resides, the Texas Crime Victim Fund.

    This fund may be able to pay for her medical needs in this matter, counseling, if she is missing work, transportation to return to the US, or housing if she needs to stay on Antigua for court and her salary if she is missing work.

    She is in a country with no crime victim fund program so under the rule, she qualifies.

    She needs a police report, and then can proceed with the Texas crime victim fund program application.

    Rape is a qualifying crime, felonious assault is too, criminal sexual contact.

    Crime victims rights advocacy office that represents and assist USC and LPR visiting Antigua and Barbuda, and the Caribbean will be available soon in Antigua.

  2. If she hasn’t, she should have been taken for a forensic medical examination/tape kit. Hopefully, Antigua has this capability.

The Governments of Antigua and Barbuda, Commonwealth of Dominica, Grenada, St. Lucia and St. Vincent and the Grenadines have received financing in the amount of US$10 million equivalent from the World Bank towards the cost of establishing a partial credit guarantee scheme, and they intend to apply part of the proceeds to payments for goods, and consulting services to be procured under this project. 

The consultant will serve as the “Senior Operating Officer (SOO)” for the ECPCGC and should possess extensive knowledge of MSME lending with some direct experience lending to Micro, small and medium-sized businesses, knowledge of the internal control processes necessary for a lending operation and the ability to design and implement risk mitigation procedures. The ideal candidate should possess an Undergraduate Degree from a reputable college or university, preferably in Business, Accounting, Banking or related field, with a minimum of 5 years’ experience in lending, inclusive of MSME lending. The initial employment period will be for two years on a contractual basis. Renewal of the contract will be subject to a performance evaluation at the end of the contractual period. The assignment is expected to begin on September 30th, 2021.  The consultant will report directly to the Chief Executive Officer of the ECPCGC.

The Eastern Caribbean Partial Credit Guarantee Corporation (ECPCGC) now invites eligible “Consultants” to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have:

  • An Undergraduate Degree from a reputable college or university, preferably in Business, Finance, Banking or related field; and
  • Minimum of 5 years’ experience in MSME lending. Applicants should also have:
  • The ability to design and implement risk management procedures 
  • Extensive knowledge of MSME lending with some direct experience lending to small and medium-sized businesses
  • Extensive knowledge of MSME banking operations
  • Knowledge of the internal controls necessary for a lending operation and the ability to design and implement risk management procedures
  • Experience developing and presenting information in public, including responding to questions in real-time
  • Experience lending to MSMEs located in the ECCU
  • Knowledge of marketing and communicating with the MSME sector
  • Ability to draft procedures to be used in a lending operation
  • Familiarity with the mechanics of a loan guarantee program
  • Exceptional written, oral, interpersonal, and presentation skills, and
  • Proficiency in the use of Microsoft Office suite.

The attention of interested Individual Consultants is drawn to Section III, Paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers July 2016, [revised November 2017] (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Approved Selection Method for Individual Consultants set out in the clause 7.34 of the World Bank Procurement Regulations for IPF Borrowers.
