Akaash Maharaj: Inquiry needed to bring justice to locals and Africans; Admission of ‘duping’ indicts decision- makers

(REAL News) — Akaash Maharaj, a member of the Global Organization of Parliamentarians Against Corruption (GOPAC) says that a public inquiry into the Antigua Airways/African migrant-smuggling saga is necessary in order to bring democratic justice to the people of Antigua and Barbuda. He says, as well, that an inquiry should be commissioned to give justice to the 17 West Africans who were lost at sea in late March, as they sought to get to the United States Virgin Islands from Antigua.

The facts that have come to light, so far, make it clear that there are too many unanswered questions to allow this matter to rest, Maharaj says.

At the same time, the political commentator notes, there are many political actors who are trying to convince the public that they, too, are victims and have been duped by the people behind the airline
venture.

And if that is true, he says, then it remains to be tested in an inquiry and would be an indictment on the decision makers. After all, Maharaj says, it was their responsibility to conduct due diligence, since many aspects of the airline did not pass the required tests.

It was evident from the inception that the West Africans who were brought here were not tourists, says Maharaj. Taking all the factors into account, there was some negligence or some complicity in the
undertaking, he states, and it is obvious that the airline was involved in human trafficking.

A conventional investigation would not go anywhere in revealing the entire truth of this matter, the good-governance activist says, and therefore truth demands a public inquiry.

Maharaj shared these observations on Thursday night, June 8, during a public forum organized by the United Progressive Party, in which he addressed the political and humanitarian perspectives of the call for a commission of inquiry.

  1. Who really cares about what the “lauded” Akaash Maharaj has to say? He is a biased fellow. He only sees “doom & gloom” for the Caribbean Islands. Mr. Know It All. We’re not frightened by his opinions.

    • I agree with some of the comments the real truth was not told to the people of Antigua and Barbuda. They need to have a full inquiry when the full truth can be revealed.

Dave Ray sometimes I wonder if you are as smart as you always pretends to be.But many persons like you normally sings for the damn red choir.I am so disappointed in you Dave Ray. .Do you care about Antigua or not.?You really don’t have to be frightened.But the damn truth is very near than you would ever imagine.The Africans had reached out to America for help.     • Rock of Ages, the irony of it all is that you’re writing anonymously. It shows that you have no backbone to stand behind your opinions. Thankfully, I’m not awaiting or depending on your approval of my capacity. I can stand alone on my viewpoint(s). You see things in the lens of negativity and pessimism at every juncture. Only you people know how to fix everything. I’m good, trust me on that.

  3. You think an inquiry cost ten cents? You guys don’t even know what it entails. You just go along with the noises you hear from the opposition groups. Do you think that if the current administration has something to hide, they would have invited the UNHCR and the IOM to investigate this issue?
    Come on, guys. Stop following the negative narrative. There are so many expenses that the government should be funding other than a COI.
    Get real.
    Akaash Maharaj only has value in the media houses in Antigua and Barbuda that entertain his opinions.

The Governments of Antigua and Barbuda, Commonwealth of Dominica, Grenada, St. Lucia and St. Vincent and the Grenadines have received financing in the amount of US$10 million equivalent from the World Bank towards the cost of establishing a partial credit guarantee scheme, and they intend to apply part of the proceeds to payments for goods, and consulting services to be procured under this project. 

The consultant will serve as the “Senior Operating Officer (SOO)” for the ECPCGC and should possess extensive knowledge of MSME lending with some direct experience lending to Micro, small and medium-sized businesses, knowledge of the internal control processes necessary for a lending operation and the ability to design and implement risk mitigation procedures. The ideal candidate should possess an Undergraduate Degree from a reputable college or university, preferably in Business, Accounting, Banking or related field, with a minimum of 5 years’ experience in lending, inclusive of MSME lending. The initial employment period will be for two years on a contractual basis. Renewal of the contract will be subject to a performance evaluation at the end of the contractual period. The assignment is expected to begin on September 30th, 2021.  The consultant will report directly to the Chief Executive Officer of the ECPCGC.

The Eastern Caribbean Partial Credit Guarantee Corporation (ECPCGC) now invites eligible “Consultants” to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have:

  • An Undergraduate Degree from a reputable college or university, preferably in Business, Finance, Banking or related field; and
  • Minimum of 5 years’ experience in MSME lending. Applicants should also have:
  • The ability to design and implement risk management procedures 
  • Extensive knowledge of MSME lending with some direct experience lending to small and medium-sized businesses
  • Extensive knowledge of MSME banking operations
  • Knowledge of the internal controls necessary for a lending operation and the ability to design and implement risk management procedures
  • Experience developing and presenting information in public, including responding to questions in real-time
  • Experience lending to MSMEs located in the ECCU
  • Knowledge of marketing and communicating with the MSME sector
  • Ability to draft procedures to be used in a lending operation
  • Familiarity with the mechanics of a loan guarantee program
  • Exceptional written, oral, interpersonal, and presentation skills, and
  • Proficiency in the use of Microsoft Office suite.

The attention of interested Individual Consultants is drawn to Section III, Paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers July 2016, [revised November 2017] (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Approved Selection Method for Individual Consultants set out in the clause 7.34 of the World Bank Procurement Regulations for IPF Borrowers.
