The Governments of Antigua and Barbuda, Commonwealth of Dominica, Grenada, St. Lucia and St. Vincent and the Grenadines have received financing in the amount of US$10 million equivalent from the World Bank towards the cost of establishing a partial credit guarantee scheme, and they intend to apply part of the proceeds to payments for goods, and consulting services to be procured under this project.
The consultant will serve as the “Senior Operating Officer (SOO)” for the ECPCGC and should possess Extensive knowledge of MSME lending with some direct experience lending to small and medium-sized businesses, knowledge of the internal controls necessary for a lending operation and the ability to design and implement risk management procedures. The ideal candidate should possess an Undergraduate Degree from a reputable college or university, preferably in Business, Accounting, or related field; and a minimum of 5 years’ experience in MSME lending in a financial services institution. The initial contracted employment period will be for two years subject to a performance review and an expression of further contracted employment three months before the expiration of the existing contract. The assignment is expected to begin on April 15, 2021.
The consultant will report directly to the Chief Executive Officer of the ECPCGC and the ECPCGC Board of Directors.

The Eastern Caribbean Partial Credit Guarantee Corporation (ECPCGC) now invites eligible “Consultants” to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have:
- An Undergraduate Degree from a reputable college or university, preferably in Business, Accounting, or related field; and
- Minimum of 5 years’ experience in MSME lending in a financial services institution.
Applicants should also have:
- Extensive knowledge of MSME lending with some direct experience lending to small and medium-sized businesses
- Extensive knowledge of MSME banking operations
- Knowledge of the internal controls necessary for a lending operation and the ability to design and implement risk management procedures
- Experience developing and presenting information in public, including responding to questions in real-time
- Experience lending to MSMEs located in the ECCU
- Ability to draft procedures to be used in a lending operation
- Familiarity with the mechanics of a loan guarantee program
- Exceptional written, oral, interpersonal, and presentation skills, and
- Proficiency in the use of Microsoft Office software.
The attention of interested Individual Consultants is drawn to Section III, Paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers July 2016, [revised November 2017] (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Approved Selection Method for Individual Consultants set out in the clause 7.34 of the World Bank Procurement Regulations for IPF Borrowers.

Mr.Isaac family a little girl is left without a father. Such a wicked cruel act was done to her father.
Condolences to the deceased family and well done to the officers with apprehending the alleged murderer.
Hopefully the police will maintain water tight evidence when the trial commence.
It’s a very tragic and sad situation that a little girl will grow up without knowing her father’s love.
The child and deceased family deserves justice. It’s high time that the government restore hanging. It’s not good enough that a murderer can retain his life after physically killing someone and the deceased family are having to suffer emotional death.
Antiguans should petition the PM and the Governor General and demand the returning of hanging. Alternatively, the administration of a lethal injection.
The moral fabrics of Antigua has been broken and immediate and meaningful outcomes are need to restores peace and order to what was our tranquil homeland.
The body politic of this country is as corrupt as it’s selected leaders; who conceive and pass laws to which they are immune or can be easily circumvented by themselves or by the thriving criminal elements in our society. The lives of law abiding citizens means nothing. It is my view that law enforcement are over reliant on the public to solve crime. If therefore the public are intimidated or cowed and fail to cooperate with the police; criminals and by extension gangs will rule the country as for example in Haiti and parts of Jamaica.
Civilization and society is predicated on rules. Laws made in the interest of justice stability and progress. At least that was the idea when people began living together in mass settlements. Persons who made themselves exception to these rules through criminally deviant behavior, such as Rape. Murder, Incest and treachery were either executed or expelled.
The great powers of the world and their legal system of governance was established this way. Rome, Britain and the United States to name a few. Being cognizant of this crucial underpinning, they exercised stringent control. For law and order to prevail, the state exercised absolute authority in terms of capital such as murder. Society at large knew that in the foregoing example, if you were found guilty, your own life would be forfeit. This process discouraged feuds, revenge killings and taking the law into ones hands. It brought uneasy closure; but stability. Today however. the three branches of government are direlick in their duty to society. Crooked executives are elected; by extension in the legislative they pass ineffectual statues, with the Judiciary presiding over sterile and impotent court “full of sound, fury and tradition, signifying nothing. There is simply NO deterrent in any of the judgements and sentences in memorable years. It is all squeamishness and political correctness. A monster destroyed the innocence of a 5 year old, and is given a five year sentence. Another monster killed his long time lover after previously leaving her for dead some time before and almost killed her son; and he received three years. The so called LearnED have the gall to talk about “Guidelines”! What about JUSTICE ? They cannot address the upward spiral in crime among delinquents for the same reason. In their haste to acquire positions and title at independence, they threw the babe out with the bath water; hiding behind so called Human rights pronouncements by the former colonial power.
