UPP Chair dismisses Cabinet’s crime claims

D.Gisele Isaac, chairman of the United Progressive Party (UPP), is rubbishing claims by the Cabinet that “crime is also at a new low.”

This week’s Notes indicate that more than 205 men and 10 women are currently incarcerated at His Majesty’s Prison (HMP), including persons on remand and awaiting a trial date.

The Notes credit the decline in the prison population – from over 300 inmates – to the decriminalization of cannabis possession in limited quantities.

Additionally, the Cabinet is claiming that “employment, especially in the construction sector, has attracted many young males” away from unlawful activity.

However, citing the daily news reports that suggest otherwise – and with armed robberies taking place almost daily – Isaac says the Executive seems to be out of touch with what is actually happening Antigua and Barbuda.

Isaac says that citizens and residents are gripped by fear over the crime situation, especially since it appears the Police are doing nothing to curb it.

With the Small Island Developing States (SIDS4) conference coming up, and the police’s attention being focused on the visiting delegates, Isaac asks whether the locals will find themselves at the mercy of
the criminals.

Further, she notes that the Police are not being equipped with the tools necessary to fight crime and therefore have not implemented any new crime-fighting measures.

It appears that things will change only when the rich have a personal experience of crime, the UPP chairman says.

And she warns that, these days, everyone is at risk for attacks by the criminal element, which does not discriminate on the basis of gender, age, or political colours.

Meanwhile, the Cabinet has “decided that the number of officers at His Majesty’s Prison will be increased, in order to provide better security and to ensure that the ratio of prisoners to security officers meets a desirable, higher standard.”

The Notes claim that 20 young officers will be trained to fill the vacancies created by retirement and resignations and according to need.

  1. Crime continues to escalate especially gun crimes in Antigua and everyone knows it. Locals need to take action on their own and purchase weapons to protect themselves. Yes, they’re scared of having to be responsible for their own safety but, Antiguan Police are not capable nor skilled enough at present to stop these assaults.

  2. I am in full support with vj’s contributions. Antigua’s police and immigration services are redundant on the same level of the Minister responsible for the services.

    The poor standard of service is a representation of the Minister who manages the services, useless, ineffective and not fit for any purposes.

    The ALP administration has made a career out of fudging the truth, and its leader is a delusional buffer, a wizard who has mastered the art of deception.
    Antigua’s crime rates has soared out of proption under his administration.

    Antigua is rapidly becoming an unsafe country. I am a born and raised Antiguan, but I am on the verge of selling my property and head out of Antigua.

    There’s not a day passed by without serious criminal incidents and often times the crimes goes on unchallenged.

    Antigua has an unaccompanied government and an unacceptable police and immigration services, consequently, criminal activities are rampant.

  3. If the GB administration is putting out this kind of rubbish it really means they are taking the Antiguan public for fools! Anyone in their right minds can see whats happening in Antigua. Where is the Commissioner of police? Where is the minister of legal affairs? What have they said to reassure the people of Antigua? Just saying crime is reducing is pure Bull! Its clear to see otherwise.

The Governments of Antigua and Barbuda, Commonwealth of Dominica, Grenada, St. Lucia and St. Vincent and the Grenadines have received financing in the amount of US$10 million equivalent from the World Bank towards the cost of establishing a partial credit guarantee scheme, and they intend to apply part of the proceeds to payments for goods, and consulting services to be procured under this project. 

The consultant will serve as the “Senior Operating Officer (SOO)” for the ECPCGC and should possess extensive knowledge of MSME lending with some direct experience lending to Micro, small and medium-sized businesses, knowledge of the internal control processes necessary for a lending operation and the ability to design and implement risk mitigation procedures. The ideal candidate should possess an Undergraduate Degree from a reputable college or university, preferably in Business, Accounting, Banking or related field, with a minimum of 5 years’ experience in lending, inclusive of MSME lending. The initial employment period will be for two years on a contractual basis. Renewal of the contract will be subject to a performance evaluation at the end of the contractual period. The assignment is expected to begin on September 30th, 2021.  The consultant will report directly to the Chief Executive Officer of the ECPCGC.

The Eastern Caribbean Partial Credit Guarantee Corporation (ECPCGC) now invites eligible “Consultants” to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have:

  • An Undergraduate Degree from a reputable college or university, preferably in Business, Finance, Banking or related field; and
  • Minimum of 5 years’ experience in MSME lending. Applicants should also have:
  • The ability to design and implement risk management procedures 
  • Extensive knowledge of MSME lending with some direct experience lending to small and medium-sized businesses
  • Extensive knowledge of MSME banking operations
  • Knowledge of the internal controls necessary for a lending operation and the ability to design and implement risk management procedures
  • Experience developing and presenting information in public, including responding to questions in real-time
  • Experience lending to MSMEs located in the ECCU
  • Knowledge of marketing and communicating with the MSME sector
  • Ability to draft procedures to be used in a lending operation
  • Familiarity with the mechanics of a loan guarantee program
  • Exceptional written, oral, interpersonal, and presentation skills, and
  • Proficiency in the use of Microsoft Office suite.

The attention of interested Individual Consultants is drawn to Section III, Paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers July 2016, [revised November 2017] (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Approved Selection Method for Individual Consultants set out in the clause 7.34 of the World Bank Procurement Regulations for IPF Borrowers.
