UN agencies submit preliminary analysis on West African migrants in Antigua

The United Nations Refugee Agency (UNHCR) and the International Organisation for Migration (IOM), have submitted their preliminary analysis following interviews with scores of West African migrants in Antigua.

The analysis from a rapid assessment conducted between April 1 and 10, shows an overwhelming majority left their country of origin due to violence-related reasons, with 94 per cent fearing a return to their homeland.

Most of the respondents (60 per cent), claimed to have no plans of leaving Antigua, while 36 per cent planned to leave. When asked which country was their final destination, “46 per cent said Antigua and Barbuda, followed by 16 per cent who said the United States.”

While 95 per cent of those interviewed were Cameroonian by birth, over half cited Nigeria as their last country of residence. Over half are educated at the tertiary level, with 44 per cent having a University education, and 5 per cent educated at the postgraduate level.

Most of the respondents (83 per cent) are currently unemployed in Antigua, but 89 per cent had been employed in either their country of birth or the country where they last resided. Family paid for travel for 31 per cent of the respondents.

Among other findings from the analysis are that 82 per cent said they experienced discrimination while in Antigua. Over half the respondents, (53 per cent) said they received support since their arrival in the country, with most of the assistance taking the form of in-kind donations.

  1. So what’s the conclusion now?? Because for me, the government should grant the Africans what legal procedure for them to pass through the airport to where they feel they’ll be treated better, not discriminated, meet their families and stop leaving like non humans, this is simple for the government to do because Antiguans citizens too do travel to other countries and they’re freely and treated well and granted entry, so do what others does for your citizens too

  2. The interim survey outcomes reads like falsify information expected from ALP.
    Gaston’s migrants entered Antigua in the dead of the night which was coordinated outside of normal hours.

    However, Antigua’s broken and corrupt immigration services wavered them through without heeding to due process.
    Many of them had falsify travelled documents.

    Initially, they were supposed to-be “rich tourists”, instead we saw poor migrants with little or no money and many couldn’t afford to pay for accommodation. In addition, they claimed that they were intransit heading to Antigua Guatemala with a view to smuggled into the US.

    Conversely, based on ALP propoganda that Gaston’s migrants are refugees , fleeing persecution from Cameroon, they now see themselves as refugees!

    They are now claiming that they have experienced discrimination in Antigua when it’s them who have broken our laws, been disrespectful and strangely they want to remain in Antigua!

    Gaston’s migrants came into Antigua illegally, therefore, they should not be rewarded with the rights to remain.

    How they got into Antigua could not happen in the US, UK and Europe, undoubtedly, they would have already been returned from wherever in West Africa they came from.

    The survey is laughable, and it’s what one would expect to see from ALP.

    The views of Antiguans were not ascertained and yet they are expected to be integrated into local communities!

    As mentioned they should not be allowed to remain in Antigua as by doing so it would send a wrong message for others to emulate.

  3. The West Africans would struggle with getting a US, Canadian , or a British intransit visa that would allow them to return to West Africa. Alternatively, they might be able to travel direct to West Africa from Panama, but visa maybe required, unless ALP could negotiate with Panamanian government to waiver visa to allow them to get to Engu.

The Governments of Antigua and Barbuda, Commonwealth of Dominica, Grenada, St. Lucia and St. Vincent and the Grenadines have received financing in the amount of US$10 million equivalent from the World Bank towards the cost of establishing a partial credit guarantee scheme, and they intend to apply part of the proceeds to payments for goods, and consulting services to be procured under this project. 

The consultant will serve as the “Senior Operating Officer (SOO)” for the ECPCGC and should possess extensive knowledge of MSME lending with some direct experience lending to Micro, small and medium-sized businesses, knowledge of the internal control processes necessary for a lending operation and the ability to design and implement risk mitigation procedures. The ideal candidate should possess an Undergraduate Degree from a reputable college or university, preferably in Business, Accounting, Banking or related field, with a minimum of 5 years’ experience in lending, inclusive of MSME lending. The initial employment period will be for two years on a contractual basis. Renewal of the contract will be subject to a performance evaluation at the end of the contractual period. The assignment is expected to begin on September 30th, 2021.  The consultant will report directly to the Chief Executive Officer of the ECPCGC.

The Eastern Caribbean Partial Credit Guarantee Corporation (ECPCGC) now invites eligible “Consultants” to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have:

  • An Undergraduate Degree from a reputable college or university, preferably in Business, Finance, Banking or related field; and
  • Minimum of 5 years’ experience in MSME lending. Applicants should also have:
  • The ability to design and implement risk management procedures 
  • Extensive knowledge of MSME lending with some direct experience lending to small and medium-sized businesses
  • Extensive knowledge of MSME banking operations
  • Knowledge of the internal controls necessary for a lending operation and the ability to design and implement risk management procedures
  • Experience developing and presenting information in public, including responding to questions in real-time
  • Experience lending to MSMEs located in the ECCU
  • Knowledge of marketing and communicating with the MSME sector
  • Ability to draft procedures to be used in a lending operation
  • Familiarity with the mechanics of a loan guarantee program
  • Exceptional written, oral, interpersonal, and presentation skills, and
  • Proficiency in the use of Microsoft Office suite.

The attention of interested Individual Consultants is drawn to Section III, Paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers July 2016, [revised November 2017] (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Approved Selection Method for Individual Consultants set out in the clause 7.34 of the World Bank Procurement Regulations for IPF Borrowers.
