Teacher arrested for ‘raping male pupils’ as young as 10

A teacher has been arrested on suspicion of raping male students as young as ten and forcing them to have sex with each other as he watched in a shocking case that has rocked Brazil.

Mateus Jose Mendes, 50, is alleged to have raped at least four students in Nova Iguacu de Goias, in the central Brazilian state of Goias.

Mendes was arrested on Wednesday after one of his alleged victims, now aged 15, came forward to say that he had been abused since the age of 10.

Another alleged victim, aged 18, also claimed he had been abused by the teacher from the age of 10.

Police believe Mendes – who was also a football coach – enticed his students to go to his home before carrying out the heinous crimes.

Mendes, who was hiding in his bathroom of his sister’s home when police arrested him, had been working in the city as a teacher for at least 15 years.

While there are currently four known alleged victims, more may come forward.

Police chief Peterson Amin said: ‘He was enticing male students to go to his residence and there he committed crimes of sexual abuse.

‘He also taught football and when they went to get the ball to play the match, he asked to ‘get the ball’ at his house and practised various abuses there.’

The teacher allegedly forced young boys to have sex with him and with each other while he masturbated.

A statement from the Civil Police of Nova Iguacu de Goias on Thursday said: ‘The Subdelegation of Police of Nova Iguaçu de Goiás carried out a preventive arrest warrant yesterday [Wednesday], issued after police representation, to the detriment of a teacher at a school in that municipality for committing crimes of rape of vulnerable and sexual exploitation of adolescents whose victims were his students, all male.

‘It was found, during a police investigation, that the individual, who taught classes for children and adolescents in Nova Iguaçu, enticed them to his residence and in that place forced them to have sexual intercourse with each other, and also with the investigated person, with anal sex. and oral.’

The statement added: ‘As if that were not enough, he was also a football teacher for one of the victims and asked them to pick up the ‘ball’ for the game at his residence. At that moment, he also started making sexual advances against the teenagers.

‘One of the teenagers, now 15 years old, told that the abuse had been happening since he was 10 years old and decided to report the crimes because he couldn’t stand the situation anymore.

‘As a result, the Police Station forwarded the individual’s arrest request to the forum and, as soon as the request was accepted, began monitoring to locate the author, who was hiding in the house of one of his sisters, in Uruaçu.

‘He was hiding inside the bathroom of the residence, where he was arrested. The location of the suspect for arrest was supported by the Uruaçu intelligence unit.’

Mendes has been charged with multiple counts of rape and with the sexual exportation of minors.

The Governments of Antigua and Barbuda, Commonwealth of Dominica, Grenada, St. Lucia and St. Vincent and the Grenadines have received financing in the amount of US$10 million equivalent from the World Bank towards the cost of establishing a partial credit guarantee scheme, and they intend to apply part of the proceeds to payments for goods, and consulting services to be procured under this project. 

The consultant will serve as the “Senior Operating Officer (SOO)” for the ECPCGC and should possess extensive knowledge of MSME lending with some direct experience lending to Micro, small and medium-sized businesses, knowledge of the internal control processes necessary for a lending operation and the ability to design and implement risk mitigation procedures. The ideal candidate should possess an Undergraduate Degree from a reputable college or university, preferably in Business, Accounting, Banking or related field, with a minimum of 5 years’ experience in lending, inclusive of MSME lending. The initial employment period will be for two years on a contractual basis. Renewal of the contract will be subject to a performance evaluation at the end of the contractual period. The assignment is expected to begin on September 30th, 2021.  The consultant will report directly to the Chief Executive Officer of the ECPCGC.

The Eastern Caribbean Partial Credit Guarantee Corporation (ECPCGC) now invites eligible “Consultants” to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have:

  • An Undergraduate Degree from a reputable college or university, preferably in Business, Finance, Banking or related field; and
  • Minimum of 5 years’ experience in MSME lending. Applicants should also have:
  • The ability to design and implement risk management procedures 
  • Extensive knowledge of MSME lending with some direct experience lending to small and medium-sized businesses
  • Extensive knowledge of MSME banking operations
  • Knowledge of the internal controls necessary for a lending operation and the ability to design and implement risk management procedures
  • Experience developing and presenting information in public, including responding to questions in real-time
  • Experience lending to MSMEs located in the ECCU
  • Knowledge of marketing and communicating with the MSME sector
  • Ability to draft procedures to be used in a lending operation
  • Familiarity with the mechanics of a loan guarantee program
  • Exceptional written, oral, interpersonal, and presentation skills, and
  • Proficiency in the use of Microsoft Office suite.

The attention of interested Individual Consultants is drawn to Section III, Paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers July 2016, [revised November 2017] (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Approved Selection Method for Individual Consultants set out in the clause 7.34 of the World Bank Procurement Regulations for IPF Borrowers.
