PM Browne calls on workers to unite against opponents of development

Prime Minister of Antigua and Barbuda, the Hon. Gaston Browne has called on the workers of Antigua and Barbuda to unite on issues of national interest and not engage in the ‘scorched earth politics’ of those seeking power at any cost.

Prime Minister Browne was speaking at the annual Labour Day celebrations organized by the Antigua Trades and Labour Union and the Antigua and Barbuda Labour Party in St. John’s on Monday.

The Prime Minister referred to an article in Newsweek magazine which attempted to cast a negative shadow over the 41-year relations between Antigua and Barbuda and the People’s Republic of China.

“I say to workers in this country, when it comes to issues of the national interest we must unite.  We cannot follow and should not follow the scorched earth politics of those who want power at all cost, to tear down every institution, to tear down every relationship in this country.  I bring to the attention of workers in this country the recent pronouncement by the senior leadership of the UPP in which they joined with Newsweek to literally tear down Antiguans and Barbudans, to tear down our country and to undermine the relationship with the People’s Republic of China; one of the most benevolent countries in the world that has contributed significantly to the development of Antigua and Barbuda,” said Prime Minister Browne.

The country’s leader was referring to an article in Newsweek Magazine by Didi Kirsten Tatlow which attempted to paint a distorted picture of Chinese involvement in Antigua and Barbuda.

Among other things stated in the article, and supported by members of the opposition party here, it claimed to reveal information from leaked documents referring to a “Chinese-run special economic zone.”  This has been proven as false as the economic zone is a private venture and not operated by the government of China.

Prime Minister in his remarks on Labour Day, spoke of the many positive contributions made by the Chinese government towards the development of Antigua and Barbuda.

“They did not have the decency to remember and recall that during the leadership of the UPP, it is the same People’s Republic of China that built out the airport facility with a concessional loan along with the Wadadli power plant, that ill-fated investment; the same People’s Republic of China funded it under the UPP,” said the Prime Minister.

The Prime Minister also mentioned the Sir Vivian Richards Stadium, which was a gift to the government and people of Antigua and Barbuda, along with the Five Islands facility that was repurposed to house the university of the West Indies Five Islands campus –  that too was gifted to the people and government of Antigua and Barbuda during the tenure of the UPP, but yet still they have sought to demonize the People’s Republic of China and the relationship with Antigua and Barbuda,” said the country’s leader.

Prime Minister Browne however warned members of the Opposition that “ungratefulness is worse than witchcraft and I say to you my comrades, no matter the circumstances, never fail to give thanks.  No matter how small your achievement, never fail to give thanks,” he said.

  1. He calls it DEVELOPMENT, I see it as RAPING AND PILLAGING our Country! Developing for development sake, is a sure recipe for future disaster! We are giving away our children’s birthright! It’s okay for him because his children’s futures are already secured. Our children are going to be slaves and servants in their own country in the future!! They will inherit the wind…

The Governments of Antigua and Barbuda, Commonwealth of Dominica, Grenada, St. Lucia and St. Vincent and the Grenadines have received financing in the amount of US$10 million equivalent from the World Bank towards the cost of establishing a partial credit guarantee scheme, and they intend to apply part of the proceeds to payments for goods, and consulting services to be procured under this project. 

The consultant will serve as the “Senior Operating Officer (SOO)” for the ECPCGC and should possess extensive knowledge of MSME lending with some direct experience lending to Micro, small and medium-sized businesses, knowledge of the internal control processes necessary for a lending operation and the ability to design and implement risk mitigation procedures. The ideal candidate should possess an Undergraduate Degree from a reputable college or university, preferably in Business, Accounting, Banking or related field, with a minimum of 5 years’ experience in lending, inclusive of MSME lending. The initial employment period will be for two years on a contractual basis. Renewal of the contract will be subject to a performance evaluation at the end of the contractual period. The assignment is expected to begin on September 30th, 2021.  The consultant will report directly to the Chief Executive Officer of the ECPCGC.

The Eastern Caribbean Partial Credit Guarantee Corporation (ECPCGC) now invites eligible “Consultants” to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have:

  • An Undergraduate Degree from a reputable college or university, preferably in Business, Finance, Banking or related field; and
  • Minimum of 5 years’ experience in MSME lending. Applicants should also have:
  • The ability to design and implement risk management procedures 
  • Extensive knowledge of MSME lending with some direct experience lending to small and medium-sized businesses
  • Extensive knowledge of MSME banking operations
  • Knowledge of the internal controls necessary for a lending operation and the ability to design and implement risk management procedures
  • Experience developing and presenting information in public, including responding to questions in real-time
  • Experience lending to MSMEs located in the ECCU
  • Knowledge of marketing and communicating with the MSME sector
  • Ability to draft procedures to be used in a lending operation
  • Familiarity with the mechanics of a loan guarantee program
  • Exceptional written, oral, interpersonal, and presentation skills, and
  • Proficiency in the use of Microsoft Office suite.

The attention of interested Individual Consultants is drawn to Section III, Paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers July 2016, [revised November 2017] (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Approved Selection Method for Individual Consultants set out in the clause 7.34 of the World Bank Procurement Regulations for IPF Borrowers.
