LETTER: Mexicans and Belizeans taking over BARBUDA

DEAR EDITOR:

This letter is to highlight an issue that is occurring on the small island of Barbuda, and no one seems to care. I am a born Antiguan living in Barbuda for almost a year and a supporter of a government that is wrapped tightly around PLH fingers. 

I was employed by a local Antiguan contractor who was contracted by an overseas company based at PHL in Barbuda. Approximately three months ago, the local company was let go, which caused me and several other locals to be out of a job, and unable to support our families while the same US company is importing Mexican and Belizean workers who are working without work permits and not paying the necessary tax deductions. 

Just a few days ago, I heard the Hon. Gaston Browne give an eloquent speech on the national TV station ABS, boasting about PHL providing employment for locals. Prime Minister, what you need to look into is all the incompetent Mexicans and Belizeans PHL bringing into the country to replace your local people who are way better, all because of cheap labor.

 The impression PHL and the government giving the people of Antigua and Barbuda is that PHL is so for the locals, but little by little, the locals are getting pushed out.

  1. The leader of ALP is extremely churlish and dangerous. He has a strong dislike ment for Barbudans and he would stop at nothing to crippled Barbudans.

    It is without a doubt the Mexicans and Belizans were brought to Barbuda to marginalised Barbudans, which evidently is working, over a period of time those economic migrants will have the right to vote and guess what, Gaston’s migrants coupled with the Barbudans who are loyal to corruption will out numbered the party for transparency and good governance.

    Barbudans should let their voices be heard and stage campaigns against the corruption of the ALP.

  2. This person sounds disgruntled because of being out of a job. There are many Mexicans working in Barbuda, mostly employed by one of the US-based contracting companies, and all have work permits and pay the relevant statutory obligations. There are also hundreds of local people working for the varying Local contractors in Barbuda. There is a labor shortage in the construction industry in Barbuda because not every local construction person from Antigua wants to go to Barbuda to work. The environmental/Climatic conditions in Barbuda can be daunting/harsh at times. (Sand Flies, Mosquitoes, very hot conditions etc)

  3. Nonsense@Chronix, the author aptly expressed the harsh reality of the evil being committed against them by the leader of ALP.

    I do agreed that conditions in Barbuda can be unbeatable, but if the Mexicans and Belizans can endure, what can’t Antiguans. In addition, I know many Barbudans who cannot get work on many of the project being developed in Barbuda and it’s not for lack of trying, but rather they are being sidelined.

The Governments of Antigua and Barbuda, Commonwealth of Dominica, Grenada, St. Lucia and St. Vincent and the Grenadines have received financing in the amount of US$10 million equivalent from the World Bank towards the cost of establishing a partial credit guarantee scheme, and they intend to apply part of the proceeds to payments for goods, and consulting services to be procured under this project. 

The consultant will serve as the “Senior Operating Officer (SOO)” for the ECPCGC and should possess extensive knowledge of MSME lending with some direct experience lending to Micro, small and medium-sized businesses, knowledge of the internal control processes necessary for a lending operation and the ability to design and implement risk mitigation procedures. The ideal candidate should possess an Undergraduate Degree from a reputable college or university, preferably in Business, Accounting, Banking or related field, with a minimum of 5 years’ experience in lending, inclusive of MSME lending. The initial employment period will be for two years on a contractual basis. Renewal of the contract will be subject to a performance evaluation at the end of the contractual period. The assignment is expected to begin on September 30th, 2021.  The consultant will report directly to the Chief Executive Officer of the ECPCGC.

The Eastern Caribbean Partial Credit Guarantee Corporation (ECPCGC) now invites eligible “Consultants” to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have:

  • An Undergraduate Degree from a reputable college or university, preferably in Business, Finance, Banking or related field; and
  • Minimum of 5 years’ experience in MSME lending. Applicants should also have:
  • The ability to design and implement risk management procedures 
  • Extensive knowledge of MSME lending with some direct experience lending to small and medium-sized businesses
  • Extensive knowledge of MSME banking operations
  • Knowledge of the internal controls necessary for a lending operation and the ability to design and implement risk management procedures
  • Experience developing and presenting information in public, including responding to questions in real-time
  • Experience lending to MSMEs located in the ECCU
  • Knowledge of marketing and communicating with the MSME sector
  • Ability to draft procedures to be used in a lending operation
  • Familiarity with the mechanics of a loan guarantee program
  • Exceptional written, oral, interpersonal, and presentation skills, and
  • Proficiency in the use of Microsoft Office suite.

The attention of interested Individual Consultants is drawn to Section III, Paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers July 2016, [revised November 2017] (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Approved Selection Method for Individual Consultants set out in the clause 7.34 of the World Bank Procurement Regulations for IPF Borrowers.
