Gaston Browne Gambled with St. Mary’s South Constituency and Lost

DEAR EDITOR:

In a shocking display of arrogance and disregard for the democratic process, Prime Minister Gaston Browne of the governing Antigua Barbuda Labour  Party made a bold and ill-advised gamble by replacing Samantha Marshall, the chosen candidate for St. Mary’s South (SMS) constituency, with Dwayne George, a former United Progressive Party member.

This move, despite the opposition of his own party members, has proven to be a costly mistake that has weakened the ABLP  and put their political future in jeopardy.

Make no mistake, the recent by-election in St. Mary’s South was not a contest between Kelvin “Shuggy” Simon and Dwayne George, but rather a battle between Prime Minister Gaston Browne and Kelvin”Shuggy” Simon representing the UPP. Unfortunately for Browne, this high-stakes political game has turned into a monumental failure.

The aftermath of the 2023 general election paints a clear picture of Browne’s misguided decisions. Despite barely scraping through the general elections, Browne’s now hand-chosen candidate, Dwayne George, has now suffered a resounding defeat in this by-election.

This is a clear indication that the majority of voters in St. Mary’s South have rejected Browne’s interference and his attempt to strengthen his cabinet.

By disregarding the concerns and opposition within his own party, Browne has shown a complete lack of respect for the democratic process and the voices of his executive members. Instead of carefully considering the potential consequences of his actions, he chose to play politics with the future of the ABLP and the people of St. Mary’s South.

This gamble not only cost the ABLP the support of the majority, but it has also weakened the party internally. The central executive of the ABLP must now take a hard look at this loss and acknowledge the role Browne’s reckless decision played in it. The party’s credibility has been tarnished, and its members are left questioning the disposition and judgment of their leader.

Furthermore, Browne’s decision to replace an established candidate with a former UPP member raises questions about his commitment to the principles and values of the ABLP. It suggests that his priority lies in consolidating his own power with people who are blindly loyal to him rather than persons representing the interests of the party and its supporters.

The voters of St. Mary’s South have sent a clear message to Gaston Browne and the ABLP: they will not tolerate such blatant disrespect and manipulation. The people’s rejection of Dwayne George is a resounding vote against Browne’s reckless gamble. It is a call for change, for leadership that respects the democratic process and prioritizes the needs and aspirations of the constituencies over personal agendas.

It is time for the ABLP to reflect, regroup, and rediscover its commitment to the democratic principles that formed the foundation of its political system.

In closing the voters of St. Mary’s South have made it abundantly clear that they reject Browne’s interference and his chosen candidate. This defeat serves as a stark reminder to Browne and the ABLP that they cannot underestimate the will and determination of the people. The by-election outcome is a resounding message that the constituents of St. Mary’s South will not be swayed by political maneuvering and will hold their leaders accountable for their actions.

    stated that a Group of Young People came to him saying that the Only Way They will vote for him is if they could meet with him to DISCUSS HIS PLANS For The Constituency and FOR THEM moving Forward to ACHIEVE their DREAMS!!!!! And the Meeting lasted about ONE HOUR!!!

    These young people MUST Stay together as A Body to HELP DEMONSTRATE The CHANGE that THEY WILL BEGIN TO DEMONSTRATE for The Other Youth and Young Adults in ANU/BAR.

The Governments of Antigua and Barbuda, Commonwealth of Dominica, Grenada, St. Lucia and St. Vincent and the Grenadines have received financing in the amount of US$10 million equivalent from the World Bank towards the cost of establishing a partial credit guarantee scheme, and they intend to apply part of the proceeds to payments for goods, and consulting services to be procured under this project. 

The consultant will serve as the “Senior Operating Officer (SOO)” for the ECPCGC and should possess extensive knowledge of MSME lending with some direct experience lending to Micro, small and medium-sized businesses, knowledge of the internal control processes necessary for a lending operation and the ability to design and implement risk mitigation procedures. The ideal candidate should possess an Undergraduate Degree from a reputable college or university, preferably in Business, Accounting, Banking or related field, with a minimum of 5 years’ experience in lending, inclusive of MSME lending. The initial employment period will be for two years on a contractual basis. Renewal of the contract will be subject to a performance evaluation at the end of the contractual period. The assignment is expected to begin on September 30th, 2021.  The consultant will report directly to the Chief Executive Officer of the ECPCGC.

The Eastern Caribbean Partial Credit Guarantee Corporation (ECPCGC) now invites eligible “Consultants” to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have:

  • An Undergraduate Degree from a reputable college or university, preferably in Business, Finance, Banking or related field; and
  • Minimum of 5 years’ experience in MSME lending. Applicants should also have:
  • The ability to design and implement risk management procedures 
  • Extensive knowledge of MSME lending with some direct experience lending to small and medium-sized businesses
  • Extensive knowledge of MSME banking operations
  • Knowledge of the internal controls necessary for a lending operation and the ability to design and implement risk management procedures
  • Experience developing and presenting information in public, including responding to questions in real-time
  • Experience lending to MSMEs located in the ECCU
  • Knowledge of marketing and communicating with the MSME sector
  • Ability to draft procedures to be used in a lending operation
  • Familiarity with the mechanics of a loan guarantee program
  • Exceptional written, oral, interpersonal, and presentation skills, and
  • Proficiency in the use of Microsoft Office suite.

The attention of interested Individual Consultants is drawn to Section III, Paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers July 2016, [revised November 2017] (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Approved Selection Method for Individual Consultants set out in the clause 7.34 of the World Bank Procurement Regulations for IPF Borrowers.
