Brazen double homicide rocks St. Kitts

(WINN) — The Federation of St. Kitts and Nevis recorded its 13th and 14th murder due to gun violence on Monday morning, June 05 2023.

The Royal St. Christopher and Nevis Police Force confirmed that a male and female were killed on Rectory Road, Greenlands.

Police were on the scene to carry out the first phase of their investigations.

The June 05 murders were the 2nd double homicide in the Federation for the year 2023. The first double homicide occurred in Stapleton Village St. Peters on Saturday, March 25.

The double homicide came eight days after the murder of Rashaaun Hopkins of Lower Thibou Avenue on May 27, 2023.

The recent spate of murders raised concerns about the effectiveness of the Alternative LLifestyle Pathway Programme, known colloquially as the Peace Programme and also brought into question the Government’s ability to curb the scourge of gun violence in the country.

Prime Minister Dr. Terrance Drew in an interview with SKN Vibe’s Jermine Abel said St.Kitts and Nevis will be onboard with the CARICOM’s initiative of tackling acts of crime and violence from a public health standpoint.

“Well of course, I will continue to speak about it. I was in Trinidad and Tobago a few weeks ago where we expected that there would be an increase in acts throughout the Caribbean and CARICOM was there charting a new course of looking at violence from a public health perspective and that is what we are going to implement here; and at the same time, here in St.Kitts and Nevis, we call for people to do what is right and refrain from negative activities. The Government will do what it has to do.”

Eighty percent of the homicides committed within the past decade were carried out by firearms, said Former Commissioner of Police Hilroy Brandy during a graduation ceremony for police officers in January 2022. He also admonished officers to step up their game, as the Federation saw an average of 21 homicides between 2012 and 2021.

Statistics for the period 2012 to 2022 showed that in 2012 there were 18 homicides, 21 in 2013, 24 in 2014, 29 in 2015, 32 in 2016, 23 in 2017, 23 in 2018, 12 in 2019, 10 in 2020, 13 in 2021 and 12 in 2022.

  1. CARICOM head of government should stopped their nonsense and do the right thing. Whilst heads of government are engaged in “charting a new course” an innocent life is taken.

    CARICOM should learn from Jamacia, Haiti and Trinidad. There have been numerous interventions, but all to no avail, it has got to the point where there have been shootings
    occurring inside of a church in Jamaica., whilst politicians are pussy footing around.

    The simple and most effective solutions to murderous activities of those degenerates is to bring back hanging or administration of a lethal injection.
    How long will government continue to ignore the voice of the people?
    Individuals who engaged in heinous crimes such as gun and knife crime have no place in civil society their actions signifying their lack of regards for themselves and none for others.
    I grew up in Antigua in the 1960s , we had hanging on the statutes back then, my generation were taught “thou shall not kill”, we also knew what the consequences were for rape or murder so we abstain and life in Antigua was a safe one. Restore hanging and save the Caribbean from sinking!!

The Governments of Antigua and Barbuda, Commonwealth of Dominica, Grenada, St. Lucia and St. Vincent and the Grenadines have received financing in the amount of US$10 million equivalent from the World Bank towards the cost of establishing a partial credit guarantee scheme, and they intend to apply part of the proceeds to payments for goods, and consulting services to be procured under this project. 

The consultant will serve as the “Senior Operating Officer (SOO)” for the ECPCGC and should possess extensive knowledge of MSME lending with some direct experience lending to Micro, small and medium-sized businesses, knowledge of the internal control processes necessary for a lending operation and the ability to design and implement risk mitigation procedures. The ideal candidate should possess an Undergraduate Degree from a reputable college or university, preferably in Business, Accounting, Banking or related field, with a minimum of 5 years’ experience in lending, inclusive of MSME lending. The initial employment period will be for two years on a contractual basis. Renewal of the contract will be subject to a performance evaluation at the end of the contractual period. The assignment is expected to begin on September 30th, 2021.  The consultant will report directly to the Chief Executive Officer of the ECPCGC.

The Eastern Caribbean Partial Credit Guarantee Corporation (ECPCGC) now invites eligible “Consultants” to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have:

  • An Undergraduate Degree from a reputable college or university, preferably in Business, Finance, Banking or related field; and
  • Minimum of 5 years’ experience in MSME lending. Applicants should also have:
  • The ability to design and implement risk management procedures 
  • Extensive knowledge of MSME lending with some direct experience lending to small and medium-sized businesses
  • Extensive knowledge of MSME banking operations
  • Knowledge of the internal controls necessary for a lending operation and the ability to design and implement risk management procedures
  • Experience developing and presenting information in public, including responding to questions in real-time
  • Experience lending to MSMEs located in the ECCU
  • Knowledge of marketing and communicating with the MSME sector
  • Ability to draft procedures to be used in a lending operation
  • Familiarity with the mechanics of a loan guarantee program
  • Exceptional written, oral, interpersonal, and presentation skills, and
  • Proficiency in the use of Microsoft Office suite.

The attention of interested Individual Consultants is drawn to Section III, Paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers July 2016, [revised November 2017] (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Approved Selection Method for Individual Consultants set out in the clause 7.34 of the World Bank Procurement Regulations for IPF Borrowers.
