Antigua Opposition Leader storms out of Parliament after heated exchange with Speaker

Antigua and Barbuda Opposition Leader Jamal Pringle has stormed out of the House of Assembly after a heated exchange with House Speaker Sir Gerald Watt, QC.

The exchange started after the Speaker stopped Pringle from making a “personal statement” on why he declined an invitation to join the Economic Recovery Committee.

The Speaker ruled that the personal statements section does not apply to what people say outside.

When he rose to speaker later, Pringle accused the House Speaker of bias.

The Speaker, now on his feet, informed Pringle that he was on thin ice.

Pringle then told the Speaker that he could “break the ice” and again expressed disappointment with the Speaker’s handling of the proceedings of the house.

Pringle, the Member of Parliament for All Saints East and St. Luke was asked to apologise to the house at which point he packed up his belongings and left the chamber.

  1. He needs someone who is impartial, unbiased and non-political to advise him.
    Sadly his actions were like that of an petulant boy. Grow up! Be a man! There are many ways to win an argument. This presentation today, was not one of those ways. It was unprofessional. Learn the rules of politics and parliament, man! Stop listening to those who are coveting your seat. Grow up; study for yourself; surround yourself with intellectuals and persons who are truly knowledgeable of this trade. You are here to conduct the people’s business, not score political points or get emotionally juvenile. Better yourself man. Learn from those with the experience. Become a member of the ERC. When they go low, you go high! I’m disappointed that a young man, who is a representation of my generation, who sits in the Lower House of Parliament, who speaks my language has not yet learnt the proper decorum…You sit in a place of honour, act in that manner…

    • Why don’t you take time to research the Speaker’s background , beginning as a student at the Antigua Grammar School to his practice as a younger barrister appearing before Sobers, Robinson, Browne and others as magistrates , then later as member of parliament representing the constituency of Rural East with a contingency of Dominicans under PLM 1971-1976, to know the character of the man

  2. I just wish the government would stop 🛑 paying him taxpayers hard earn money 💰 he is not working on the people’s behalf at all too much personal feelings getting in the way 😡

The Governments of Antigua and Barbuda, Commonwealth of Dominica, Grenada, St. Lucia and St. Vincent and the Grenadines have received financing in the amount of US$10 million equivalent from the World Bank towards the cost of establishing a partial credit guarantee scheme, and they intend to apply part of the proceeds to payments for goods, and consulting services to be procured under this project. 

The consultant will serve as the “Senior Operating Officer (SOO)” for the ECPCGC and should possess extensive knowledge of MSME lending with some direct experience lending to Micro, small and medium-sized businesses, knowledge of the internal control processes necessary for a lending operation and the ability to design and implement risk mitigation procedures. The ideal candidate should possess an Undergraduate Degree from a reputable college or university, preferably in Business, Accounting, Banking or related field, with a minimum of 5 years’ experience in lending, inclusive of MSME lending. The initial employment period will be for two years on a contractual basis. Renewal of the contract will be subject to a performance evaluation at the end of the contractual period. The assignment is expected to begin on September 30th, 2021.  The consultant will report directly to the Chief Executive Officer of the ECPCGC.

The Eastern Caribbean Partial Credit Guarantee Corporation (ECPCGC) now invites eligible “Consultants” to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have:

  • An Undergraduate Degree from a reputable college or university, preferably in Business, Finance, Banking or related field; and
  • Minimum of 5 years’ experience in MSME lending. Applicants should also have:
  • The ability to design and implement risk management procedures 
  • Extensive knowledge of MSME lending with some direct experience lending to small and medium-sized businesses
  • Extensive knowledge of MSME banking operations
  • Knowledge of the internal controls necessary for a lending operation and the ability to design and implement risk management procedures
  • Experience developing and presenting information in public, including responding to questions in real-time
  • Experience lending to MSMEs located in the ECCU
  • Knowledge of marketing and communicating with the MSME sector
  • Ability to draft procedures to be used in a lending operation
  • Familiarity with the mechanics of a loan guarantee program
  • Exceptional written, oral, interpersonal, and presentation skills, and
  • Proficiency in the use of Microsoft Office suite.

The attention of interested Individual Consultants is drawn to Section III, Paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers July 2016, [revised November 2017] (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Approved Selection Method for Individual Consultants set out in the clause 7.34 of the World Bank Procurement Regulations for IPF Borrowers.
