Antigua and Barbuda has gone into a decline under the Browne Administration, former PM Spencer laments

Former Prime Minister Dr. Winston Baldwin Spencer considers the governance style of the Gaston Browne Administration as retrogressive when compared to that of the United Progressive Party (UPP).

According to Spencer, when one compares the UPP’s approach to governance and what it did for the people, Antigua and Barbuda is now existing in a retrogressive state.

The Browne Administration has failed to move forward and develop certain programmes and ideas put in train by the UPP, so that the people would be the beneficiaries, Spencer says.

And what is happening, instead, is that the country has slipped back significantly.

While his administration, which held office from 2004 to 2014, was a people-first government, the Antigua Labour Party Administration is geared towards self-enrichment, Spencer adds.

Instead of the people – in particular the middle and lower classes – prospering, those who are reaping the rewards are the government ministers, their families and friends, and the upper class, the former prime minister charges.

Spencer says whereas the UPP was deep in its philosophy of delivering for, and on behalf of, the people, under the Gaston Browne Administration it is
the reverse.

He says the people are considered only every five years – during an election cycle – when they are promised everything under the sun.

However, Dr. Spencer is putting the Browne Administration on notice that the people of Antigua and Barbuda have had enough and will no longer be fooled by political gimmickry.

According to him, they will rise to the occasion, re-electing the UPP, which seeks to make them the priority.

While serving as head of the government, Spencer had dubbed himself the country’s “Chief Servant.” He notes that, although there were many difficulties, his government still ensured that the people were its No. 1 priority.

Meanwhile, he says, although the Labour Party continues to peddle the lie that the UPP is against non-nationals, Dr. Spencer reminds the public that it was the UPP who introduced the legislation that granted many of them citizenship.

The former prime minister says his Party is one of inclusion – and not exclusion based on nationality, creed, class or race.

Dr. Spencer was speaking on Observer Radio’s “Connecting with Dave” on Monday, April 15, during the Party’s Media Day, as part of the activities leading to its 12 th  Biennial Convention.

The Honorable former Prime Minister Mr.Baldwin Spencer is not lying about what he is saying.Some people in Antigua are literally struggling to get by a daily basis while some are living comfortably.The Browne Administration is killing us with high taxes and stripping g our jobs from us.The Minister of Aviation is allowing the Security Manager at the Airport to do as she please and she wants to put the Officers and Supervisors out of a job by July.This country is unbearable to live in right now.

The Governments of Antigua and Barbuda, Commonwealth of Dominica, Grenada, St. Lucia and St. Vincent and the Grenadines have received financing in the amount of US$10 million equivalent from the World Bank towards the cost of establishing a partial credit guarantee scheme, and they intend to apply part of the proceeds to payments for goods, and consulting services to be procured under this project. 

The consultant will serve as the “Senior Operating Officer (SOO)” for the ECPCGC and should possess extensive knowledge of MSME lending with some direct experience lending to Micro, small and medium-sized businesses, knowledge of the internal control processes necessary for a lending operation and the ability to design and implement risk mitigation procedures. The ideal candidate should possess an Undergraduate Degree from a reputable college or university, preferably in Business, Accounting, Banking or related field, with a minimum of 5 years’ experience in lending, inclusive of MSME lending. The initial employment period will be for two years on a contractual basis. Renewal of the contract will be subject to a performance evaluation at the end of the contractual period. The assignment is expected to begin on September 30th, 2021.  The consultant will report directly to the Chief Executive Officer of the ECPCGC.

The Eastern Caribbean Partial Credit Guarantee Corporation (ECPCGC) now invites eligible “Consultants” to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have:

  • An Undergraduate Degree from a reputable college or university, preferably in Business, Finance, Banking or related field; and
  • Minimum of 5 years’ experience in MSME lending. Applicants should also have:
  • The ability to design and implement risk management procedures 
  • Extensive knowledge of MSME lending with some direct experience lending to small and medium-sized businesses
  • Extensive knowledge of MSME banking operations
  • Knowledge of the internal controls necessary for a lending operation and the ability to design and implement risk management procedures
  • Experience developing and presenting information in public, including responding to questions in real-time
  • Experience lending to MSMEs located in the ECCU
  • Knowledge of marketing and communicating with the MSME sector
  • Ability to draft procedures to be used in a lending operation
  • Familiarity with the mechanics of a loan guarantee program
  • Exceptional written, oral, interpersonal, and presentation skills, and
  • Proficiency in the use of Microsoft Office suite.

The attention of interested Individual Consultants is drawn to Section III, Paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers July 2016, [revised November 2017] (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Approved Selection Method for Individual Consultants set out in the clause 7.34 of the World Bank Procurement Regulations for IPF Borrowers.
