The Governments of Antigua and Barbuda, Commonwealth of Dominica, Grenada, St. Lucia and St. Vincent and the Grenadines have received financing in the amount of US$10 million equivalent from the World Bank towards the cost of establishing a partial credit guarantee scheme, and they intend to apply part of the proceeds to payments for goods, and consulting services to be procured under this project.
The consultant will serve as the “Senior Operating Officer (SOO)” for the ECPCGC and should possess Extensive knowledge of MSME lending with some direct experience lending to small and medium-sized businesses, knowledge of the internal controls necessary for a lending operation and the ability to design and implement risk management procedures. The ideal candidate should possess an Undergraduate Degree from a reputable college or university, preferably in Business, Accounting, or related field; and a minimum of 5 years’ experience in MSME lending in a financial services institution. The initial contracted employment period will be for two years subject to a performance review and an expression of further contracted employment three months before the expiration of the existing contract. The assignment is expected to begin on April 15, 2021.
The consultant will report directly to the Chief Executive Officer of the ECPCGC and the ECPCGC Board of Directors.

The Eastern Caribbean Partial Credit Guarantee Corporation (ECPCGC) now invites eligible “Consultants” to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have:
- An Undergraduate Degree from a reputable college or university, preferably in Business, Accounting, or related field; and
- Minimum of 5 years’ experience in MSME lending in a financial services institution.
Applicants should also have:
- Extensive knowledge of MSME lending with some direct experience lending to small and medium-sized businesses
- Extensive knowledge of MSME banking operations
- Knowledge of the internal controls necessary for a lending operation and the ability to design and implement risk management procedures
- Experience developing and presenting information in public, including responding to questions in real-time
- Experience lending to MSMEs located in the ECCU
- Ability to draft procedures to be used in a lending operation
- Familiarity with the mechanics of a loan guarantee program
- Exceptional written, oral, interpersonal, and presentation skills, and
- Proficiency in the use of Microsoft Office software.
The attention of interested Individual Consultants is drawn to Section III, Paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers July 2016, [revised November 2017] (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Approved Selection Method for Individual Consultants set out in the clause 7.34 of the World Bank Procurement Regulations for IPF Borrowers.

Mr PM these investments from the western super power countries you speak about are private investments, the issue is not with the people of these nations, it is with their Governments.
I used to work with the online gaming industry while they where sanctioned, we had to jump through all kind of hoops to survived, and they keep blocking us in all areas, after the destroyed the industry in the Caribbean, they then made it legal in their country.
My opinion is, they will stifle us if we become to innovate in technology like what they are trying to do with China, however, China is way ahead of the west when it comes to technology, so that it is almost a cashless society.
As far as the westerner colonial super power Governments are concerned, it is ok for us to become a maximum hotel service industry but not a maximum technological innovative digital industry, do you see any of these industries coming to our shores to uplift our young people to become innovators in digital technological age since the online gaming revolution? I hope China step up to the plate and bring us some.
Is it not through the IMF and World bank we the third world countries get loans from these western colonial Governments?
I have heard most Antiguans and Barbuda complain their Governments should not take these loans because their loan terms and policies are to hash on developing countries and will make our economies worst, now China is throwing a life line, they do not want that either, what do we want? The PM, GB is reminded that China has an appaling track record when it comes to “Human Right.” It’s people live in perpetual fear from state repression as witnessed in
Xinjiang.
Arbitrary Arrest.
Religious Freedom Abuses.
Stifling Freedom of Expression.
Assault on Hong Kong’s Autonomy.
Severe Restrictions in Tibet.
The brutal actions taken against the Tibet Buddhists.
Antigua and Barbuda is a democratic country where its people according to the country’s constitution enjoys “Freedom of Speech”, except when GB administration decides otherwise and take actions in gassing us.
In recent months, the Caribbean Hitler GB, advocated the need to stifle Freedom of Press and to turn Antigua and Barbuda into a police state. He turned up at a rally during SMS election with the Commissioner of Police and the Head of Antigua’s defence force. It is assumed that his intentions were to intimidate the people of SMS and to undermind the democratic process. However, despite his efforts, the people of SMS reacted to his anti-democratic stance by signalling to his administration that democracy will prevale in our land.
Sadly, the same would not be tolerated in China where peoples’ rights are compromised to the point of non existence.
China is undoubtedly, a brutal and anti-democratic country. Therefore, it is prudent for any administration that believes in democracy to be weary of any regime that is opposed to the ideals of democracy.
Questions must be asked why the Hitler of the Caribbean is is hell bent of forging tight links with rogue countries.
The PM is not in any position to refer to anyone as “Uncle Sam.” He is reminded of million of Antugua and Barbuda’s tax payers dollars spent on paying for him, his wife,and some of his cabinet ministers to attend the King’s Coronation. Has he overlooked that it was that dated institution was part of the hegemonic system that oppressed black people during the Middle Passage era?
In addition, he is reminded that the Middle Passage was made possible because of the “Turncoats” who sold our people to the European bandits.
In recent months Antigua and Barbuda witnessed the demolishon of a 90 year old Argiculture nursery ordered by his administration to make way for a housing project.
The PM’s lack of regards for the people of Antigua and Barbuda’s best interests have perpetually being bulldoze. No pun intended. Of course, there are similarities to the dictatorial regime of the Republic of China and his administration.
@Antiguan4ever Who continue to sell weapons to Israel to continue the genocide in Gaza? Who wants to Ban Tic Tack in their country because it is bringing to light to their young people their terrible and wicked foreign policies? Who encouraged other Nations to send their young people to fight their wars in the name of democracy, and dye in the hundreds of thousands? Go figure.
